Support the development of Hai Phong city’s green growth action plan for the industrial sector in the period of 2021 – 2030

Following the successful establishment of the Green Growth (GG) legal framework at the national level and the consensus on the need to promote GG at the local level, in mid-2023, the Macroeconomic Reform/Green Growth Programme (GIZ Macro) collaborated with the Department of Science, Education, Natural Resources and Environment (Ministry of Planning and Investment) to select Hai Phong as a locality receiving technical support. The city was assessed as having high potential to contribute to Vietnam’s Green Growth objectives. In 2024, GIZ Macro supported Hai Phong in implementing Green Growth through the following activities:

• Developing the city’s Green Growth Action Plan (GGAP) for the 2021 – 2030 period;
• Developing a list of proposed priority Green Growth projects for Hai Phong.

Required services:

• Conducting a preliminary assessment to determine the scope and develop a methodology for preparing Hai Phong City’s Green Growth Action Plan;
• Assessing the current institutional and policy framework promoting Green Growth, including identifying policy documents and city-level implementation activities contributing to Green Growth; evaluating the alignment of the city master plan with Green Growth and net-zero emission objectives;
• Assessing the socio-economic and environmental development status and potential in general, as well as the city’s two development pillars (logistics and industry) in the context of Green Growth;
• Proposing the city’s Green Growth Action Plan for the 2022 – 2030 period, with a vision to 2050, including a detailed green transition/Green Growth roadmap for the two development pillars;
• Supporting stakeholder consultation activities.

Implemented activities:

Participating in the bidding package as an expert provider, VNCPC completed the following activities:

• Reviewing documents, preparing technical reports, and participating in discussions and consultation activities at the local level;
• Participating in the initial orientation meeting on the development of Hai Phong’s Green Growth Action Plan on June 12, 2024;
• Proposing information and document needs from the city related to the industrial sector, while being responsible for developing technical content and coordinating with the GIZ expert team to finalize technical reports; and
• Receiving, consulting on, and responding to comments from departments, agencies, sectors, and stakeholders regarding the Green Growth Action Plan for the city’s industrial sector.
