Transition towards the Eco-Industrial Park model
Supporting industrial parks in implementing the Eco-Industrial Park model and promoting the circular economy
A technical consultancy on resource efficiency, industrial symbiosis and Eco-Industrial Park (EIP) development for industrial park infrastructure developers, government authorities and enterprise tenants, in accordance with Vietnamese regulations and international standards.
An EIP is an industrial park (IP) model that promotes resource efficiency, emission reduction, and enhanced cooperation among enterprises to create economic, environmental and social value.
In Viet Nam, the development of EIPs is being promoted through Decree No. 35/2022/ND-CP and various cooperation programmes with international organizations such as UNIDO and SECO. This approach not only aligns with sustainable development trends but also boosts investment appeal, meets global supply chain requirements, and drives green growth goals.
Through the transition towards the EIP model, IPs and enterprise tenants can:
VNCPC supports IP infrastructure developers and enterprises throughout the transition towards the EIP model for existing IPs, as well as during infrastructure investment preparation for new projects. .

Over the years, VNCPC has supported government authorities, IPi infrastructure developers and enterprises in EIP development in various localities, including Bac Ninh, Lao Cai, Ninh Binh, Hai Phong, Da Nang, Dong Nai, Can Tho and Ho Chi Minh City.
Through cooperation programmes with UNIDO, SECO, and other international partners, VNCPC had opportunities to work with several industrial parks, including Khanh Phu, Hoa Khanh, Tra Noc 1 & 2, DEEP C, Amata, Hiep Phuoc and VSIP Bac Ninh. A notable example is the Global EIPs Programme (GEIPP), implemented from May 2020 to April 2024 across five IPs. The action identified 603 RECP opportunities, 41 industrial symbiosis opportunities and 13 urban-industrial symbiosis opportunities, with estimated benefits of:
During project implementation, IPs also recorded significant improvements in the compliance level with the International EIP Framework, e.g. DEEP C increased from 47% to 83%, Amata from 41% to 86%, and Hiep Phuoc from 44% to 76%.
These results demonstrate that the transition towards EIPs not only improves resource efficiency and reduces environmental impacts but also creates economic value and enhances competitiveness through cooperation among enterprises.
