Resource-Efficient and Cleaner Production (RECP) is a preventive approach to pollution promoted by the United Nations Environment Programme (UNEP) and the United Nations Industrial Development Organization (UNIDO) and has been widely disseminated worldwide and in Viet Nam since the 1990s.
This approach focuses on helping enterprises use input resources more efficiently by continuously applying preventive strategies to production processes, products and services to improve operational efficiency and minimize risks to people and the environment.
RECP simultaneously addresses three dimensions of sustainable development:
In Viet Nam, the Law on Environmental Protection, together with policies and strategies on Green Growth, Circular Economy and Eco-Industrial Parks, provides a foundation for promoting the continuous application of RECP in enterprises’ production and business activities.

RECP solutions are truly meaningful when they deliver concrete and measurable results. The following cases show how resource optimization can simultaneously help enterprises reduce costs, improve operational efficiency, and reduce emissions.
A 100% Japanese-owned enterprise in DEEP C Industrial Park (Hai Phong) implemented a range of RECP solutions, from simple technical improvements to investments in technology upgrades. As a result, the enterprise saved over VND 5 billion annually while cutting CO₂ emissions by more than 2,000 tonnes. The company became an exemplary enterprise in Vietnam’s shift toward eco-industrial parks.
A 100% Korean-owned textile enterprise in Bau Bang Industrial Park (Ho Chi Minh City) implemented some water-use efficiency solutions proposed by VNCPC. As a result, the enterprise saved approximately 118,937 m³ of water annually, equivalent to more than VND 1.9 billion in operational costs.
