This consultancy package is part of the project “Scaling up Eco-Industrial Park Approaches to Promote Circular Economy in Vietnam”, under the framework of the Global Eco-Industrial Parks Programme (GEIPP II) initiated by UNIDO.

In Vietnam, the project is jointly implemented by the Ministry of Finance and UNIDO during the 2025 – 2028 period, aiming to support industrial parks in transitioning toward eco-industrial park models and sustainable development.

Project activities aim to support the transition and replication of eco-industrial park models in Vietnam, thereby improving resource efficiency, reducing waste and greenhouse gas emissions, promoting industrial symbiosis, and applying circular economy solutions.

Main activities:

  • Organizing capacity-building training sessions for enterprises and the VSIP Bac Ninh industrial park infrastructure developer on eco-industrial parks, RECP, industrial symbiosis, and related technical topics;
  • Conducting RECP assessments for enterprises, supporting the identification of inefficiencies in production processes and proposing improvement opportunities to optimize costs, increase profitability, and save raw materials, energy, and water;
  • Reviewing and assessing the Environmental and Social Risk Management Plan of VSIP Bac Ninh Industrial Park, and proposing suitable solutions and management approaches;
  • Identifying industrial symbiosis opportunities, conducting pre-feasibility studies, and supporting the implementation of potential industrial symbiosis solutions;
  • Organizing a final workshop to share and disseminate project results to relevant stakeholders.

Implementation results:

  • Two thematic workshops were organized (on 14/05/2025 and 21/10/2025) with the participation of 170 delegates to strengthen eco-industrial park transformation capacity at VSIP Bac Ninh Industrial Park and share experiences in applying RECP in enterprises;
  • A total of 76 RECP solutions were proposed for seven enterprises, helping save more than 2 million kWh of electricity/year and 26,329 m³ of water/year. As a result, greenhouse gas emissions are estimated to be reduced by over 1,357 tons CO₂/year, while production cost savings exceed VND 5 billion/year;
  • Completed the review report and proposed improvements for the Environmental and Social Risk Management Plan of VSIP Bac Ninh Industrial Park;
  • Proposed four potential industrial symbiosis opportunities involving the VSIP Bac Ninh industrial park infrastructure developer and related enterprises.
