Eco-enterprises are not only recognised for their efforts in resource efficiency and industrial symbiosis, but also gain access to policies that support their green transition. So which authority is competent to issue the Eco-Enterprise Certificate, and what benefits do enterprises receive once certified?

In the previous article, VNCPC shared the criteria and procedures for enterprises to be granted an Eco-Enterprise Certificate. In this article, VNCPC further clarifies the issuing authority and the related incentives and support policies.

1. Which authority issues the Eco-Enterprise Certificate?

According to Clause 2, Article 40 of Decree No. 35/2022/ND-CP, enterprises in eco-industrial parks that participate in the prescribed activities and meet the required criteria are granted an Eco-Enterprise Certificate by the Management Board of Industrial Parks and Economic Zones.

It is important to distinguish between the two: the Eco-Industrial Park Certificate is issued by the Provincial People’s Committee, while the Eco-Enterprise Certificate is issued by the Management Board of Industrial Parks and Economic Zones.

2. What benefits do certified enterprises receive?

According to Article 39 of Decree No. 35/2022/ND-CP, eco-enterprises are entitled to incentives and support policies related to:

  • Access to green finance: Priority access to preferential loans from domestic and international funds, financial institutions and donors; access to green credit and the issuance of green bonds in accordance with the law.
  • Technical assistance and investment promotion: Priority participation in technical assistance and investment promotion programmes organised and managed by state agencies.
  • Connection and cooperation: Enterprises in eco-industrial parks are given priority in receiving information on technology markets and cooperation opportunities for implementing industrial symbiosis.

Note: Being granted the certificate does not mean that an enterprise is automatically approved for a loan or financial support. Enterprises still need to meet the specific conditions of each programme, fund or credit institution.

From certification to the next steps

After certification, enterprises need to sustain their results in resource efficiency and emission reduction, and strengthen cooperation with other enterprises in the industrial park.
